You are projecting the western paradigm (which includes a Societal component, as well as financial)

As I said in my other posts, Health Care in China is viewed as a Public Utility, and thus is subsidized as the Net Benefits (societal health and economic health in the form of GDP) far outweigh the upfront Costs.

This paradigm isn't new, the Chinese studied and emulated the mos successful elements of Industrial Capitalism (from England and the US)
