You dont need to basically ban something if it won't pass safety standards.
If the cars did make it to shore, they wouldn't be sellable anyway if they where unsafe but your stopping them from being tested in the first place.

You can't even know if they are unsafe unless you allow them to be tested.

when I was a wee lad my daddy told me it was common to look at the VIN before buying a car because you never wanted a car manufactured on a Monday or Friday because the union employees were either hung over from the weekend or rushing to get through the end of the day Friday.
