Not enough hunters.

here's the scary part they don't tell you...
out of all the lightning strikes that occur on earth (100 or so strikes per second), they've never once hit a bear.

you cannot show me a single instance of a bear being struck by lightning.

Japanese countryside is a ghost town with aging elders, and a lot of abandoned villages. Nature just reclaimed those territories, since humans retreated from them. They're not easy or profitable to develop due to the lack of natural resources and terrain, so they're perfect for animals that thrive in the absence of humans. Bears and boars in particular become pests that nature can't deal with in the absence of humans. Japan lacks a large carnivore like tigers to deal with them, so both are basically apex predators.

Carrion, berries, fish. Bears are omnivores. Generally they're not too keen on hunting if theres easier food to go around with. But if they can't find any cadavers to eat, they start making them.

Supposedly it's because the government won't pay enough for hunters to risk their lives hunting the bears and because there's really no culture for hunting left in the country after being disarmed. IIRC Japan alone has had more bear attacks than some ridiculous number of countries combined in just this year so far. They're going to have to hire some leaf wildlife management hunters to come help cull back bears in rural areas.
