The west doesn't understand China's policies so they either say "china will fall in 2 days" or "oh china so great, china No. 1 (insert chink emoji here)".
China is a mixed economy, most of their high level policies are centrally planned, they had their growth spurt from industrialization in the 80s and 90s and till now with infrastructure building.
But that has also slowed down quite a lot so they are looking to invest in other avenues (idk exact details).
They also have a consumption issue internally so they need export partners.
