I'm sure the the surgeons who meet with these people are aware of their mental condition and still preform surgeries and injections. But at some point (when it becomes too extreme), the doctor has to at least stop recommending injections and surgeries. Once it crosses that point, it is the patient who insists. Until then, yes. The doctor is partially to blame too.
Imagine a patient like this enters your office. You can't possibly recommend any more cheek injections. But she will insist. Or you can point something else out besides her cheeks and lips.
