The USSR had collapsed and it was in no position to negotiate and make demands, simple as.

Russia officially (yes, legally) took over USSR's status in the world. Russia also repaid all of USSR's foreign debt (yes, even paid for debts of Ukraine, Baltics, etc.)
In UN legislation Russia is still referred to as USSR and holds USSR's seats.

there was no formal agreement to not expand NATO eastward, only informal assurances
