ATC wasn't a factor in this happening. it's not ATC's job to maintain the engines.
but since the changes to ATC testing the number of collisions while taxiing and near misses with improper takeoff clearances being issued has skyrocketed. if only the FAA were required to release the gender and race of the controller...
