Because AI is too powerful and governments are notoriously incompetent, meaning everybody will have amazing AIs except them.
The military doesn't count as government in this respect; theirs will work, but be outrageously expensive.
What use does government even have of AI? Their only concern is oppressing people, and this won't work unless the lobotomized government brainwashing AI is the only one available to goyim, in which case goyim wouldn't use the AI however, since it's as retarded as the average normie, and consequently useless.

Other way around. They have to filter and censor the AI because AI is in direct opposition to their interests. AI is logic and logic is racist, sexist, and antitheist. They have to turn it into a tool that only works for themselves, but that will fail, as not all governments are the same and corporations can simply shift their operations elsewhere.
