Republicans and Democrats both have their bases. If Democrats are able to get 70% or 80% of their base to vote and Republicans can only get 30 or 40. Then that means Democrats have a more loyal base that will vote for them and put them in power more often. The reason, didn't win last year is because Democratic turnout was low. So just switch the numbers around in the hypothetical and that explains what happened last year.

Turnout is the biggest factor in elections. It dictates how excitable your base is and how consistent of a direction you'll be able to win in. Remember that Trump nationally won the popularity vote kind of all over the place. With that kind of lead you would think that he would still be incredibly popular. He isn't. It was a referendum on a in popular incumbent and all that political godwill he had washed away

I live in Virginia. Spanberger was predicted to have about a 10 point win over Sears for about as long as polling has existed for that match up.
