California Legislation is decided by 25% of the voters
Google does a good job hiding it, but California has 22.9 MILLION registered voters.
Fewer than 20% of them turned out to vote this year. This massive sweeping proposition 50 was enacted based on 2.3 Million people voting yes.
That's fewer than 10% of the eligible voters.
This needs to be spread far and wide.

in the US you register to vote. Most people do it at the dmv when getting an id or drivers license but during elections there are often little stands or tables set up near supermarkets or other such places to register people.
There you give your name and address and, if you want to, can pick a party to belong to.
Then you get mailed voter stuff, including absentee ballots if you want to vote by mail instead.
There is a government official in each county whos job is managing all of this and keeping track of the voters and ensuring they get all the above things.

In the US, you can't just go to the polling place and fill out a ballot. You have to register your name in the voting rolls first. Voter rolls are also where jury selection is started, so if you never wanted to get summoned for jury duty, you could simply never register to vote.

So was Reagan with 58% of the vote in 1984. So was H.W. Bush with 53% in 1988. So was Nixon in 1972 with 60%. So was Johnson in 1964 with 61%, so was HW Bush in 2004 with 50.3%
In fact, more Presidents have gotten >50% of the popular vote than not. Even Kennedy only got 49.7% to Nixon's 49.55%.
In fact, it's actually pretty common.

The turnout vs registered votes per capita are pretty close across elections. ~70% of the population registered, 55-60% turned out to vote. Obama got 51% of the vote for those who turned out. Nixon got 60%. In both cases, a little more than 60% of the population turned out to vote. Nixon would have decisively defeated Obama.
Adjusted for inflation, in other words, Obama and Biden barely managed.
But of course, that doesn't suit your bullshit, so carry on, Lebron is the GOAT, not Jordan.

Each state runs their own elections. You can have different rules per state as long as they fall under federal guidelines. There is no federal over-all authority over the individual states.

It actually is illegal to prove voter fraud in California. One law specifically prohibits asking or investigating any Hispanic surname voter about their citizenship or legal status. It is also illegal to investigate, record, or privately publish a report of vote collections in California polling locations.
