That's a bit exaggerated, the process is not yet at coalition formation. This first guy, the Verkenner, just makes a spreadsheet of feasible coalitions with a majority of seats in parliament. You and I could do this in 5 seconds. We all know there's really only a handful of options. That's why this step used to be done by some guy appointed by the king, it's a nothing burger.

Some morons decided it's better for democracy to cut out the king, well instead we now see confidence in democracy take a hit because this process became needlessly politicised. If these knuckleheads have any sense in them then next election the verkenner will once again be someone independent of the parties in parliament.

If there are multiple feasible coalitions, one with D66 and one with PVV, you can expect to see protracted negotiations as the minor partners will attempt to extract as many compromises as possible out of the coalition leader. We saw something like this in 2017 and I'm expecting the same this time. It is really irrelevant which party takes the initiative here, what matters is which one has the weakest spine.
