Imo this is the main issue with how Turks approach city cats.
They're nobody's cats, they're street cats.
It does look like Turks pay better attention to and are a lot more compassionate towards alley cats than, say, *rabs, but they're still alley cats, they're more likely to starve, get sick and die on the streets than if they had owners.
I'd still sit down at that café but it's less than ideal.

I’ve been to Turkiye over a dozen times. The cats on the streets in Turkish cities are pretty easy to shoo away. The staff knows the cats and will shoo them away for you. There has only been one instance in my life where a restaurant owners pet cat got out of the back room they were kept it in, and it jumped on a table for a couple seconds, but the owner came running and quickly picked it up and put it back in the room and apologized.
