Plutonium is highly toxic if inhaled or ingested in quantity due to alpha radiation, but external exposure from small amounts is low-risk because alpha particles don't penetrate skin well.
The water dilutes and absorbs much of the radiation, making brief dips survivable with precautions—but it's still an insanely risky stunt by modern standards, not something endorsed by regulators like the NRC.
Winsor did dissolve a tiny amount of plutonium nitrate (about 10 micrograms—less than a grain of salt) in nitric acid, dilute it heavily, and drink it during a demonstration to show that such minuscule doses weren't immediately lethal.
He also mentioned swallowing a small uranium oxide pellet once, again emphasizing the dose was negligible. He lived another 20+ years after these acts without apparent acute effects from them, which he used to bolster his point. However, he never "ate" chunks of raw uranium or plutonium like some myths suggest—that would've been suicidal due to chemical toxicity alone, let alone radiation.
