A read about European efforts in the Congo
-- Damming up rivers to prevent mosquito marshes.
-- Paving a road for trade up and down the river, with an entire system of rest houses and camels to ride.
-- Planting vast fields of crops for export, in exchanged for manufactured goods shipped in from Europe.
-- Getting in confrontations with Muslim and Portuguese slavers who kept trying to harvest slaves from the villages, actually scared them off with canons at one point.
-- Establishing a government and system of law and order.

The thing is that European weapons caches were often raided by tribes who went around with guns robbing and killing people. They didn't know how the guns worked, so when they charged they'd shoot from way too far and all their bullets would fall short or miss. This lead to some easy victories since you could just hold your fire until they got close and then massacre them.

The thing is, it wasn't exploitative, because they were actually trying to improve life, bring them modern technology, educate them, provide order and economy.
The biggest issue they faced was the native population had no reason to work whatsoever, since the climate was so optimal they could just sit around under fruit trees all day without lifting a finger. Trying to impress them into work became a super arduous and impossible task.
Back then they Europeans only really controlled the area closely surrounding the river and the outlet of the river. So the natives just moved away from the river to avoid being impressed into work. This gave the appearance like the natives were "vanishing", especially around the capital city where 90% of the Europeans were (all 200 of them!)

So basically the Congo was a Beligian territory, but the Germans were mostly involved in bringing order to the place.
