the latter actually, but I can understand how desperate euros and euro-descendants in america are to use such a meaningless term, it's just to clearly differentiate themselves from any brownoid by using a generic term designating european or european adjacent people
ideally, that term would not be used anymore and euros would start calling themselves by their real ethnicity

Whenever I apply for scholarships I always claim to be a bisexual, Latino, first generation college student.
