Keep in mind that he would have made profit from 2001 to 2014 by renting out those buildings. Instead, he had to pay the lease on the property plus rebuild. That's over 13 years of profit gone.

It appears the contention by the insurers wasn't over fraud but whether the attack constituted 2 acts of terrorism or 1.
The Port Authority owned the towers and I'm uncertain of what entity paid for cleanup or how many entities and people were involved in rebuilding and with what money. Will assume the full settlement for the towers went into rebuilding,
