My GF is a surgeon in residency. That means she completed her medical degree (6 yrs) and now she should be performing surgeries to practise them (another 6 years of residency) - however she can't practise them because there are no cases.
This is very common in Western countries - it means that after 12 years of education a surgeon in the West might officially be a independent surgeon but have never operated at all or very little
