This is because of Chinese influence in the Japanese anime industry.

China censors any cleavage in their own anime, and since Japan is getting influenced by the Chinese market, the Japs have started to censor anime to appease to Chinese.

This was clearly long game with the distributor wanting to get girls into a expensive cosplay hobby without it seeming too slutty. They based it on a series promoting cosplay with nudity clearly intended for men, shitting on fans who wanted a hot adaptation, but hoped to get nerdy girls hooked on buying manga broadly as a prerequisite to dressing up as the far bigger goal, who may be turned off by all the exposed tits and whatnot. There's a clear financial interest in this specific example, like all those gay modern women-friendly skincare commercials without the hot chicks soaping themselves up.
