That's not exactly how it works, the fed gives money to banks directly as well, to loan. There's also the way banks recirculate money by loaning it over and over, as, due to the fed, they don't have to actually have the money that people deposit in them.

The government doesn't have to spend money so people have an income. People used to use their own currencies for transactions, and had an income, but then governments started forcing theirs, so they can print their own free money.

This is the way tariffs are intended to work in the long term; it is aimed to remove this part of the problem with domestic production.
The benefits of tariffs are almost always delayed. We've been at essentially zero on so much for so long that there was no price advantage to domestic production. Now there is in many cases—but the market has to figure out what that price advantage is before private investment is willing to risk capital on production, you know?
A big part of that is NEEDING a trade deal with China and India in particular. Too much uncertainty on how much price advantage they can potentially gain. They also need to believe it'll stick around long enough for them to benefit, so it'll have to be a firm deal that'll end up requiring an act of Congress.
