It could. Maybe. In the 1 cell stage. Remove things. Adding things is a bit tricky. Of course we have no idea what to add or remove. Neural development is very fucking far from being fully understood. And we have no real idea what does what in the brain. That is to say we can identify areas and corresponding functions but we don't really know how they carry out those functions, nor how to recreate or enhance them.
Nor can we make large numbers of modifications even in the single cell stage, as the success rate of any CRISPR intervention that adds something is under 5%. So to add 2 things is 0.25% to add yet another new gene successfully would be 0.0125% and so on.
Of course there are advances in all these directions, and we maybe could some day increase intelligence. That still wouldn't solve the problem. Even if we could solve all ills of all races with this technology, empathy and impulse control and creativity and drive and all.. that still wouldn't make any of this work.
Can you imagine the political, logistical, resource and distribution challange of altering all of africa? That could never ever fucking happen.
It would be easyer even in terams of public approval to just nuke the whole damned continent.
