There were other people around that were not from Adam, like that ((("serpent"))) who could talk and had a knowledge and understanding of God and his commandments (Genesis 3:15 - Matthew 23:33), literal snakes on don't talk and don't have an understanding of God and his commandments, literal snakes also don't eat "the dust of the earth", they eat other animals.
Or when Cain walked away and built an entire city with foreign peoples. The forbidden tree was other peoples and their fake gods.
The Bible is very symbolic in many ways, it's fascinating that modern people are unable to discern this obvious fact.

Is Christ telling us here that he gives us the physical power and ability to literally step on snakes and scorpions? did men not have that physical ability to step on a snake before he said that? surely not, obviously something else is intended to be understood here. Use the sword of the spirit, which is the word of God, against the children of the devil (John 8:44) and their wickedness, the Word defeats the serpents.
