Eh, in some ways yes
but Punk has always been a way better promo than Moxley. Moxley's mic game is his weakest point. He's been cutting the same promo for 5+ years in AEW at this point, whether he's face or heel it's always the same shit

Corporate WWE Punk is definitely his weakest form for sure promo wise but he still had years of being a really good talker, a talker who could take various tones, talk about various things, rather than being a one-note guy like Moxley.
I respect a lot of Moxley's attitudes, his striking out on his own and risking his career, working without a net, and his hardcore matches but honestly... otherwise, he kind of SUCKS as a wrestler. Not great in-ring, not great on the mic. He's got a great look, great charisma, and definitely a lot of intangibles but as a wrestler he is lacking. He's clumsy in the ring, his timing is not great, and his selling is goofy as fuck.
