Because the glowies got MTV to cooperate in eliminating any hint of men from hard rock/heavy metal because of the 'toxic masculinity' they present such as wanting to bang various chicks and therefore having young males wanting to be like that. 1 at most is fine, but when the class size is only 12 people per year, using the NIL designation for 3 nepotism hires who already had both feet in the door with the WWE system is silly even if they were technically recruited as college athletes. If the purpose of the NIL program is to present WWE as a legitimate and attractive career option for athletes who wouldn't otherwise get into the business it defeats the purpose to treat it the same territorial way they've treated every other developmental project.
There's nothing wrong with hiring the children of famous wrestlers, but the WWE developmental system was already fundamentally designed to be a pipeline for them. FCW and early NXT were flooded with dozens of nepobabies.

They under recruit if anything. 80% of them won't make it past basic training. Of those that do, probably 75% of them won't ever do anything notable and just get cut in a year or two. Maybe 3-4 stick on in NXT for a few years, and you get 1-2 who will ever make the main roster
