Always was. If you didn't see that like 2 or 3 weeks after the Shield debuted, then you're blind. Even when they didn't give Reigns lines and Ambrose and Seff were the main speakers.

People compare it to Evolution a lot and it's funny because it's the anti-Evolution. Evolution took everything by storm, forced themselves to be on the main stage.
These guys, despite Seff's decade plus career as a main eventer and having Bron steaming hot as an upper midcarder, lack a goal or a clear direction, they're just wandering around and jobbing hard. The problem with this list, the first three are locked in their own feuds and the rest are designated jobbers of little importance. To make Seff's faction important, they have to gain momentum by beating other upper carders and winning titles.
Having Bron and Bronson feuding with AJ Styles or Penta for no belt would be pointless. This faction is just Seff and two thugs working for him for no clear reason. And it halted Bron's momentum as an upper midcarder, a real shame.
