Mizuki's first reign was much more interesting, with the title defenses against Nao Kakuta, Sawyer Wreck, and then Maki Itoh where they drew on their shared history (even if Maki was gone for most of the build and sending in FaceTime promos about Nick Gage instead of Mizuki)

I think it's partially because Mizuki as champ was fresh and she was the end goal for a reign we all saw was transitional (Yuka's last reign). This time, Mizuki is the transitional champ we assume will be losing to Arai or somebody down the line. It feels heatless because nobody thought Rika was winning and the story they told wasn't that compelling even though they have a fun jokey history together that they don't even reference much anymore.
