If you watch an old episode of Raw, they’ll go from a Mankind chef boyardee commercial to an ad read for three sponsors to a sponsored replay segment like the Lugz Boot of the Week or whatever. They’d cram advertisements into all the margins that they could, they just didn’t touch the mat
