If you mean back during the Attitude era then why would you take a failed company's IPs and use them on your succeeding one and expect it to do anything but harm it? Do you forget what happened when Raw ran a WCW main event on the show? Branding matters and poisoning your own just to pop a few people who are fans of a failed company isn't exactly the most business savvy idea
It took a handful of years before an ECW resurgence was a viable idea. It's not like NXT doesn't use a ton of them now anyway

He wanted to and Booker vs Bagwell was a test match but wwe and wcw were told over and over that other place sucks nashes hole so when booker and bagwell put on a good wcw style match in wwe they got shat on and vince changed his mind.
It wouldve ended in brand split where raw was renamed to nitro and smackdown became raw or something.
It wouldve worked better If they had steiner for example but alas they didnt.
