That can vary, sometimes it's a guy who is good at making the matches entertaining, or sometimes it's a guy who has a good gimmick but isn't getting pushed, or sometimes it's a Japanese man that we've heard is really good, they have some good wrestling over there sometimes.

even if that was true its not like WWE or Roman would be affected in a massive way, WWE has Codeman at the moment and Breakker is steadily moving up the card so as far as having a face of the company their probably good for the next 10-15 years, and Roman has Rock who can probably talk him into a major hollywood role, I could easily see Roman being a Sith Lord or something in a new Star Wars Movie

You have a point, some people cry about every jobbing but there are also cases where getting wins means progression of character and the overall threat they pose to the roster.
Just like in anime, in wrestling certain rules for villains to be compelling apply and compelling effective villains are the salt of any show, otherwise the heroes journey and strife is meaningless.

Like if Karrion Kross was anime character for the past 4 seasons of the show, he'd been that heel that's afforded a faction and screen time to explain his grandiose plan in shady rooms only to go Team Rocket/villain of the week squash when it matters. That's contradicting to the way his character is portrayed outside of the ring.
I get that Kross is not to everyone's taste but when even the Miz has more wins per season to make him an actual threat and that becomes jarring to watch, especially when just a few cheat wins could have corrected him as a midcard heel and we've only just gotten to a point where he is bashing on Sami to screw him over his matches, heel stuff he should have been doing for 3 years already.
