Did they ever have someone win the MITB, but he doesn't ever cash in and instead wins the title with a normal title shot match and he only wanted to win the MITB so that no one else can have it and potentially use it against him?

nice try, but this wouldn't work because in order to have the match in advance of his announcement he has to submit the contract in advance. He can't have a sanctioned cash-in match while still holding the briefcase

This could only work if there was like full crossovers with all companies but using the money in the bank in a different company would be new and interesting it just that it have to be TNA right now and no one gives a fuck about their belt if you are already a wwe wrestler

This. You're contract is deemed invalid because of Saudi rules and expired, but you think you've been screwed by the company. You get a little feud with a heel authority figure who fires you. A new briefcase holder wins MITB few weeks after but you never lost yours. He cashes in after the main event of the PLE 3 weeks later and wins, and you come back just after that, hit him with the briefcase in the back of the head while he celebrates in the ring. And you then try to cash it in, but the referee says yours is no longer valid and you don't even work here anymore. So you symbolically pin him while the people chants "1, 2, 3!" and take the title with you, stealing it while escaping through the crowd who roars your babyface name. From here you blackmail the company from afar, asking for re-hire you as their valid champion, finally your negotiations allow you to be re-enabled as MITB while having to return the stolen title, and this kino political feud continues for some time.
