Its because of kayfabe. When wrestling got on TV, it created two problems.
1. It increased exposure to their top star who was supposed to be an attraction.
2. It suggested it was fake. In a roundless combat sport, how do you know the match isn't going 90 minutes? How can you advertise and hit your TV time deadline every week withiut making it seem fake?
The solution was time limit matches. They were usually 10 minutes which was considered very short for the era but it kept the illusion alive.
Eventually they gimmick this and classified these short matches as a skill of their own. So some guys were presented as great in 10 min matches and others worked a more draining style and needed longer. Thus the TV Title was born.
The TV title served the same purpose as WWE Speed on Twitter.
