It still had prime Tenzan, Nagata, Takayama, Sasaki and other guys. The indie scene is only big because there's very limited room at the top. And even the guys at the "top" in Japan (meaning a lot of NOAH and DDT guys) are paid per appearance and make peanuts -- you can make more on the American indies by far.

Japanese indie guys aren't the guys NJPW should be poaching though, that should be companies like Dragon Gate and DDT's job. NJPW should be snatching up top NOAH/DDT/AJPW stars but Bushiroad is fucking retarded and holding on to every yen right now. They refuse to pay anyone.
I hate to always bring it up but I think it's significant that Aussie Open were holding the IWGP heavyweight tag belts, some of your marquee titles, and weren't even on one-year contracts, they were just being paid per appearance with no guarantees. You will never retain wrestlers with this sort of strategy. There are just better places for them to work.
It lowers NJPW down to the level of NOAH and DDT because it's all they are willing to pay, that same tier of investment from the parent company.

You have to spend money to make money and Bushiroad refuses to spend money right now. Maybe they're actually trying to lure Tony Khan into a buyout.

I'm not gonna absolve Bushiroad or whoever behind-the-scenes as not a factor but I don't really think about the business side much in part because I think it's possible that nothing can be realistically done regardless of he talent. At best you can keep business floating with old hands using their former popularity but a lot of older fans may just be checking out with Naito and/or Tanahashi leaving regardless of anything else going on. Remember NJPW still does by far the most overall business in the country too, wrestling simply isn't a draw and young people who aren't just children of fans aren't coming out in numbers strong enough to offset the transition period of the 20's (the fujoshi are hardly on a large enough scale either and if they were the product probably wouldn't be what most of us want anyways). Like I wouldn't be surprised if every young guy was Takeshita level with good looks, engrossing booking and stellar marketing and at best business picks up a little past average.

Maybe if some manga creator makes the next big sports manga about pro wrestling and the company successfully capitalizes on it you could pull some new heads but long term would still be an issue.

I agree that this would be a down period regardless but this is the time to spend money to buoy things up, to bring in outsiders to help draw during what you should be planning to be a down time due to a need to make young guys.

Inoki did it, he brought in Choshu and Tenryu to help bridge the gap between himself and Fujinami and the guys they had coming up in the dojo that he knew would be stars.

The live event business in Japan seems to be doing fine for the most part at this point. Yes, wrestling is for sure cyclical, but I do not think the whole industry is struggling. The Joshi promotions in particular are having a lot of success currently (admittedly in part because of retirement shows). Noah is really picking up steam to the point where they drawing higher than they were even pre-pandemic. New Japan needs a true ace; just like DDT and Dragon Gate. And at least those two promotions are working in the right direction (Shun being crowned & that fujo bait boy band guy helping them sell out korakeuns). Maybe if we are lucky they will actually pick someone to push in this G1.
