Fenix is so injury prone at this point that it's incredibly difficult to use him at all.
Starks couldn't beat the Pebble allegations, and Tony knew he was leaving because he's one of Cody's buddies, so he was shelved, which didn't do a lot of good for him. Starks in a shoot developmental show kind of buries his whole aura, and that's all he's got going for him, honestly.
