Sure he did bad, selfish things and had ignorant beliefs in his personal life, but this man's public persona was such a huge positive inspiration to so many kids, and he made them happy. Who knows how many thousands of kids stayed away from a life of crime & sin partly/mainly due to his influence?
Hogan's legacy is more complicated than either his biggest fans or his biggest detractors will ever acknowledge

Hogan is still a wrestling legend at the end of the day and the wrestling world will pay its respects for that fact.
Additionally AEW is partnered with NJPW. If they were gonna honor him, it would be tacky for the partnership if they didn’t as well.

He will always be a controversial figure and his character will be up for debate for at least 2 or 3 more decades before he’s just unanimously seen as a shitty person with no one left nostalgic for him.
