The had no idea what to actually do with him past the 1 moment.

R. Truth was never more than a minstrel. WWE brought him back at the behest of fans who worked themselves into thinking he was something more.
I don't think he deserved to be fired, but he played an important role as a low/mid card guy. Kids liked him, he provided good laughs and a break from TOUGH GUYS YELLING shit most wrestling stories are about.
Him coming back as yet another TOUGH GUY totally ruined his character for a cheap pop.
