Dave has already explained it before, there are different ways to measure ratings. 0.18 and 0.53 are not the same rating, he didn't add 0.35 to 0.18 to get 0.53. For example, NXT did 0.16 last night so their alternative rating would be 0.50 or something like that. The bigger number is the most accurate one because it's based on people having access to the channel.

As a non-insider, I'm certain they're weighted in some kind of manner. You may not want to throw money at the 5th highest rated show on Monday which could otherwise buy ads during #1 on Thursday. But less inventory doesn't always mean higher/competitive prices, and stations always have Diabetes meds, generic dick pills or other slop ads they can throw in last minute. I've heard PillowCHAD Mike Lindell talk about it before, he would buy up unused inventory at cut-rate prices to be on TV as much as possible.
