Even Cena and Triple H were actually over. Just watch through 98 to see Triple H go from shithead lackey heel at Mania 14 to one of the most over babyfaces in the company by SummerSlam. Cena too had that heel run on Smackdown that grew into the meteoric rise he had across 03-05 and his US title reign and becoming WWE champion. His rivalry with Edge cemented him as the new top guy beyond that. Roman was just picked and planned from the start. The Shield was crafted to elevate him. The break up was focused on him being the guy crowds got behind. It wasn't badly done either. He just wasn't ready for the spot and that's where it all went to shit because they kept forcing it and forcing it and forcing it
