Ironically, it's because Arisu has beaten Misao and Miyu that she's probably not winning. To them, beating the veterans IS the push.

It's the Miu TPC booking from 3 years ago: Miu beats Shoko, then Miyu, then loses to Yuka in the final. Veterans always go over.

Of course, they had Miu lose early the next year to Kamiyu, but then win the title anyway the next spring. And she got that right to challenge for the belt via random battle royal, so they can really push whoever they want whenever they want. It's not always linear or sensible.
