"Sold out" does not mean "at capacity". If I do a show in a 10k seat arena, but only make 8k seats available, and those 8k seats are sold, then I am sold out. If the demand is there I can look into opening the remaining 2k seats (possibly at the cost of compacting stage, ringside, broadcast and tech space) for sale, and possibly even more tickets as "standing room" space. If those tickets sell, then not only am I sold out, but I'm at capacity. WWE distinguishes between the two when needed, as they will either announce "a sold out crowd" or "a capacity crowd"
