They relied too much on their top guys like Okada, who all got poached by Tony in quick succession. So they needed to build new top guys for their younger generation to beat (because they clearly weren't ready at the time). However they have also made some retarded booking decisions, unrelated to AEW. For example Goto was over as fuck as champ (attendance was increasing too) and he makes a perfect gatekeeper for the younger generation to overcome, but they had ZSJ beat him instead.

NJPW will survive but, at this point, their best bet is to just pocket money from Khan and cpntinue to book a holding pattern. Once TK loses interest in them, NJPW can pull the trigger on the next generation... assuming they can get over their other issues like...

EVIL and HoT are garbage but Gedo and Tanahashi still think they can spin them into a heel faction that fans would pay to see beaten... instead of fans just opting not to see them at all. It's the same old "heel heat" vs "go away heat" dilemma that many bookers get trapped in.

The Reiwa Muskateers were the wrong choices. Plain and simple. Umino, Tsuji and Narita were left to rot for too long and had nobody credible left to put them over when the time came. They were never given the push or environment needed to forge them into legends, and at this point it may be too late. That being said, Kidani and others don't want to look like they made a mistake so they push at least Tsuji and Umino in spite of the persistent lukewarm crowd response. Narita... not so much, no idea what happened there.

The biggest issue is that Oiwa and Uemura have gotten over big with the live crowds and the smarks (but not the contrarian fans of course), and NJPW can't accept it. These guys weren't meant to be stars, they weren't hand-picked to succeed and they were given no favors... but they got over anyway. I think some in creative hate them for it, while others have recognized their success but are terrified that pushing them will just lead to AEW poaching.

Hopefully, they figure it out soon but if not... oh well. I've always enjoyed the diversity of companies in Japan, when one fed fizzles another takes off. Maybe NOAH or AJPW will book a few competent shows?
