The tags are mostly for the crowd to see the stars. They don't do anything crazy, just their signature spots to pop the crowd. Builds to and makes the singles matches bigger

Because that's the opposite of grind. 6 man tags that last 15 minutes means each worker might only do 5 minutes and only a handful of bumps.

nips like to hide their solo matches behind ppvs and spam multiman matches a lot and the wrestlers in the multiman matches don't do a lot. Like any star is going to get hidden for 90% of the match and not take any real bumps and everyone else isn't really working much because they can swap out.

It's a touring company, not a weekly show. The smaller shows aren't really there with the idea that there'd be a broad audience outside the people in attendance would be watching. They're made available for people who want to see more but most fans aren't tuning into every "Road to" show, nor is the idea that they would.
Given that, the multi-man tags exist to give wrestlers exposure without having them do a whole lot.
Yeah, they do them on big shows too on the lower card. But there they're just filler to, again, give wrestlers exposure.
No one's putting their best efforts into those matches. It's literally less work than would go into your average match shown weekly on Raw.

This is just how booking traditionally works.
