The Kross storyline was a work. He didn't sign a new contract to make the story feel real and was promised a new one when he make makes a surprise return. Plans changed once TKO saw how little the crowd and internet cared, so they no longer plan to go on with the storyline and wont be offering him a new contract.

and this is where you are straight up lying, te last Raw and Last Smackdown have had "we want kross" chants to the point the staff had to escort fans outside the arena.
