Bret's got a Napoleon Complex. The only reason he was ever pushed in the first place was because WWF had the steroid scandal happening at the time and they needed a main eventer that wasn't huge and jacked (even though Bret obviously was on steroids just like everyone else). If it wasn't for that steroid scandal, Bret would have topped out at Intercontinental Champion.
