It's both bad or lazy booking and padding the title reign with days for later reference

It's the classic tactic of giving someone a title so that the marks can't say they are being wasted. They did this with Asuka, Iyo, Grayson and theory. Basically any champ that got the belt and then get any feuds or defenses for months at a time.
