97 was the AE catalyst, but stone cold and goldberg were drawing more in 98 than anybody in 97 and in 98, wrestling was way more relevant culturally so 1998

'97 for me.
'98 drew more so it's technically better, but all the behind the scenes shit, the shoot drama, the debacles and the best PPV matches of all time all happened in 1997 for what I feel is the most succinct year of WWF wrestling.
It had it all: the drizzling shits and the sizzling hits, the cream of the crop and the turd you wanna drop, the Montreal Screwjob and the slightly high school blowjobs.
'98 was still good and for me it wasn't until April '99 that the show started to fade and drop in quality, with July-December being virtually unwatchable for me, but the rise to the top? 1997.
And that's just the WWF perspective.
WCW was banging out brilliant shows too, until they fucked up Starrcade that year, lost the plot and never found it again.
'96 was a better year for them with the Outsiders and the NWO forming and all that, and all the WWF had was the start of Steve Austin's journey and Undertaker feuding with Mankind all the time.

WWF was on fire in 1998, but 1997 was a better year overall for wrestling. WCW, ECW and most Japanese stuff all got noticeably worse in 1998 and that's pretty much universally agreed
Also the WWF main event scene and match quality was better in 1997, Austin really carried 1998 on his back in that regard (or neck if you want to get technical)

1997 was good for wrestling as a whole. Pretty much every promotion was in fire in terms of business except AJW and even then AJW still had LCO's violent brawls giving them good matches.

It has to be 1998. 1997 was the year the Attitude Era started, 1998 was the year it was fully realized. 1997 had Rocky Maivia, 1998 had The Rock, a major difference and shift in persona.
