Tiny passed on him the first time and he hasn't gotten any better. And this might be bullshit but I heard Tiny was gonna have him be a surprise opponent for someone but Kross didn't wanna job so they got that Big Bill guy instead. So maybe that made Tiny pissy if true.

if TK wanted to, tomorrow he could bust the lid on this whole thing just by asking for a call/meeting with Kross' representation. If he's still under contract to WWE in any way shape of form, the request will be denied/no sold entirely.
