WWE is going to promote him as their new hogan. they will never allow anyone to break his number of world titles. the greatest of all time. unlike hogan, for better or worse he's widely beloved and has a squeaky clean record. the worst dirt anyone has on him is that he was weird on total divas.

Who did Hogan ever bury? Even if you believe he tried to bury Sting, that proved to be unsuccessful. Other than that, Hogan never buried his feuds, especially the money-drawing guys. Orndorff, Andre, Macho Man, Yokozuna, Luger, Goldberg, The Rock; those are just some of the top guys he didn't bury, and that's not considering all the guys he put over starting around '99-'00.
So unless you've got one in mind that I don't, your only argument might be Ultimate Warrior.

Hogan was just very hard to work with, he did do the job when time came, people keep seething about sting, but he just thought Sting "wasn't ready", that doesn't mean he refused to job, he just wanted sting to be even more over. Think of how Cody jobbed to Roman in their first WrestleMania match, had an entire year to get over, changed the next WM match with how over he was with the fans, won the belt and turned out to be a white hot babyface, at least for a while. Had he won the first WM match, he probably would have ended up a good babyface, but it wouldn't have been the same, especially after The Rock's meddling and winning the second match.
