Because the generation most active on WWE's social media posts doesn't have cable.
The problem was never that the show's on TV instead of any device you might have.
The problem was that people don't want to actively watch 6 hours of wrestling (Raw and Smackdown) for what might be 20-40 minutes of worthwhile content.
2 million watching Raw? Tens of millions viewing a little Twitter highlight. That's the situation the WWE are in.
Speed was an attempt to make a product for that crowd but with that 3 minute limit and no storylines, there was nothing to follow. Just make Raw a 2 hour show and cut the filling time slowness, up the pace a lot, and more will watch it, that's all they have to do.

Raw is Netflix's first 52 weeks a year show and it's constantly in their top 10 for multiple countries. This means it's a success to normal people. My aunt couldn't believe WRESTLING was in her top ten list on the Netflix main screen. "Who the fuck watches that?" Apparently a lot of people even on Netflix, which has a lower average age viewer than cable.
