It's a masterstroke of booking if he took someone who looks utterly worthless in NXT and made tons of money with her. He may have a knack for it when you consider Jade Cargill as well, who he also booked far better.

I'm asking for possible answers to explain why she was so successful in AEW and why she's a total flop in WWE.
Tony used her perfectly in the the Toni storyline. That's not up for debate. So now, we're trying to see if she's as good as Tony made her look, or if she's a mediocre shitter that's been exposed without Tony to book her. OR she IS good, and Shawn's a shitty booker.

She was having directionless matches with jobbers on Rampage and standing behind Toni during her promos backstage. Meanwhile in NXT so far she's pinned the champion, main evented a ppv, and had a headlining match on another
Everything that was great about her AEW run was the payoff of months and months of build up. If that's the same as what you want for her in WWE, which no one can fault you on, then that's going to take time and is impossible to expect instantly when she's hardly been there 3 months

And that's the key. When she got paired with Toni, everyone KNEW what her direction would be - ie. an eventual split and feud. Not to mention, she didn't have any expectations on her at the time because she was just the blonde girl from Stardom. Are you really arguing her NXT storylines are going to have a long term payoff, or even being booked with any type of long term plan in mind beyond setting up a match for the next PLE in a few weeks? I highly doubt that.
