I think the smaller arenas are more a symptom than the cause. The ratings are tanking because there's no interest in AEW. Since there's no interest in AEW they aren't moving enough tickets to fill up even the smaller places they had been booking. Since they aren't moving enough tickets they're taking up residencies in these hotter towns hoping to draw consistent crowds each week
