Vince always wanted BIG SWEATY MEN (reason why Mysterio & Eddie had to roid up) and even if HHH didn't share his tastes to the same extent he still thinks are being beneath WWEas as a company and at best NXT-tier fodder. Meanwhile look at how they featured in WCW that got over with fans which is why Rey could come off credible when he debuted (admitted the commentary by Mike Tenay building them up probably contributed a significant amount). AEW's comparative emphasis on aggressive ring spot work and many-man matches is more conducive to lucha libre and I hope they can leverage their partnership with CMLL.

I was more wondering why WWE even keeps trying. Like yeah I get having one or two to spice up the jobbers, but not even trying to consolewar, the vast majority of luchas just don't fit in WWE. A lot don't speak English and are massive carnies. Like I said Penta is probably the closest fit they've had since Rey or Eddie, but so many of them just flop hard. I shoot forgot Dragon Lee was signed there a couple months ago until I googled it wondering if he retired or something. AEW sure it makes sense Tony wants them for what AEW is. I just don't get why they keep bothering with so many.
